But now building “on spec” — without a specific buyer already locked in — is making a comeback in some but not all of the area’s pricier neighborhoods.

 

One hotbed of spec building is Fort Myers Beach, where new construction was a rarity until a sudden burst of activity.

Why now?

Underlying trends include a recovering economy and the retirement of the baby boomer generation, said Phil Babcock, a real estate agent with TriPower Realty on Fort Myers Beach. “And I think a lot of people have been sitting on the sidelines for four or five years” following the crash.

Joe Orlandini, a Fort Myers Beach developer and real estate agent with Sand Castle Realty Group, is building and selling new homes on the island.

He said spec homes are succeeding in part because few houses were built there between 2006 and 2012 as the effects of the recession and the real estate crash lingered.

“We had a big lapse from the time a new home was built on the island to the time the next house was built,” he said. “Not only did the homes change that people want, a lot of building styles got better and even the construction got better.”

That doesn’t mean it makes economic sense to put up just any home on the Beach right now, Orlandini said – choices are limited by the high cost of land and construction, the logistical challenges of building on the island’s narrow lots and the small numbers of people able to afford the new construction limits the choices.

“Realistically a package deal is $750,000” for land and a new house, he said, and that’s the minimum his homes are selling for with some as high as $3 million.

In a much different real estate market across the Caloosahatchee River, Cape Coral is also seeing a burst of new construction, said Steve Koffman, a broker associate with Century 21 Sunbelt in the Cape.

We’re seeing spec building mostly in waterfront lots but we are starting to see it filter down to the off-water homes,” he said.

Southwest Cape, with the best Gulf access in the city, has accounted for the bulk of spec houses , Koffman said. “Twelve to 18 months ago we saw a run on the waterfront lots in Southwest Cape and right after that we started to see specs built.”

Of the 34 waterfront homes built in 2012 and 2013, 27 have Gulf access and they went for $350,000 to $720,000, he said.

Changing styles have helped spur new construction, Koffman said: buyers these days want a more contemporary look but before last year the available homes generally were in the heavy Mediterranean style that prevailed in the years before the boom ended.

On the border between Lee and Collier counties, the upscale Quail West community is also seeing an increasing number of spec homes, said Mike Diamond of Diamond Custom Homes.

He recently purchased a lot to build his second Quail West spec home, which will be listed at $3.2 million.

Financing for new construction homes these days tends to be more from investors than from banks, Diamond said, but banks are starting to loan again – although much more conservatively than in the boom.

Quail West is seeing successful spec construction, he said, because “It’s an established community” with not a lot of inventory.

Spec building hasn’t yet caught on everywhere.

Trae Zipperer of Luxury Property Firm, which sells high-end homes in Southwest Florida, said he knows of only one waterfront spec home under construction in the communities along the Caloosahatchee River in Fort Myers. Search Fort Myers Homes and Condos.

It likely won’t be long until the trend arrives there, he said.

“I sold more waterfront lots this season than I’ve ever sold in Fort Myers” including some to investors, Zipperer said.

He expects some of those will become spec homes as prices continue to rise for existing homes and inventories remain low for waterfront properties.

Sales last month rose in three regions, rising to a five-year high in the South. They, however, fell 11.8 percent in the Midwest.
New U.S. home sales vaulted to a five-year high in June, while other data on Wednesday showed an acceleration in factory activity in July, boosting hopes of a third-quarter pick-up in economic growth.

Showing no signs yet of slowing in the face of higher mortgage rates, single-family home sales increased 8.3 percent to a seasonally adjusted annual rate of 497,000 units, the highest level since May 2008, the Commerce Department said.

Economists, who had expected sales to advance only to a 482,000-unit rate, said buyers sitting on the fence had probably rushed into the market to lock in lower rates in anticipation of mortgage rates moving even higher. Search New Homes and Condos Fort Myers.

"The recent increase in mortgage rates hasn't slowed demand as long as home affordability remains high," said Bob Walters, chief economist at Quicken Loans in Detroit. "We are, however, seeing an increased urgency from potential new home buyers as they move to secure today's historically low rates."

Though the government revised down sales from March through May by a total 38,000 units, the overall tone of the report was bullish. Compared with June last year, single-family home sales were up 38.1 percent, the largest increase since January 1992.

There had been worries that higher borrowing costs could crimp the housing market recovery after a report on Monday showed a surprise drop in home resales in June.

Mortgage rates have been rising in anticipation of the Federal Reserve starting to reduce its massive monetary stimulus later this year. According to Freddie Mac, the 30-year fixed mortgage rate increased 0.53 percentage point in June to 4.07 percent, its highest level since October 2011.

Still, mortgage rates, which edged lower last week, remain low by historical standards and economists, including Fed Chairman Ben Bernanke, believe the fundamentals in the housing market are strong enough to withstand the rise in borrowing costs.

Support for factories helped by New Homes


The strengthening housing market is lending support to manufacturing, which has been hit by deep federal government spending cuts and slowing global demand.

A rebound in new orders helped to lift factory activity to a four-month high in July. Financial data firm Markit's "flash," or preliminary, U.S. Manufacturing Purchasing Managers Index rose to 53.2 this month from 51.9 in June.

A reading above 50 indicates expansion in the nation's factory sector. The acceleration in factory activity offered a hopeful sign for the economy, which has shifted into low gear amid tighter fiscal policy.

The economy is expected to have expanded at a rate below 1 percent in the second quarter, a sharp slowdown from the 1.8 percent pace recorded in the first three months of the year.

"The improvement in the July PMI suggests that the manufacturing sector has picked up a little momentum lately after a pretty soft second quarter," said Daniel Silver, an economist at JPMorgan in New York.

U.S. financial markets were little moved by the data.

While the inventory of new homes on the market last month increased to its highest level since August 2011, supply remains tight, putting upward pressure on prices. The median new home price increased 7.4 percent in June from a year ago.

Economists said the strong sales pace, which is keeping supply low, should spur builders to break ground on new projects and boost gross domestic product growth.

"We believe housing demand can continue to improve despite the fairly sharp increase in mortgage rates in recent months," said Michael Gapen, a senior economist at Barclays in New York.

"However, we would expect rising interest rates to pass through to housing activity with a lag, and we look to future reports to further assess the response of housing demand to higher mortgage rates."

At June's sales pace it would take 3.9 months to clear the houses on the market, down from 4.2 months in May. A supply of six months is normally considered a healthy balance between supply and demand.

Mixed results on Lee County Tourism

Vital signs for Lee County tourism are improving but still mixed, according to an 11-month summary presented Friday to the county Tourist Development Council. Throughout 2010, hoteliers grappled with lingering economic doldrums nationally and locally an oversupply of new hotel rooms that held down what they could charge.
Then, starting in April, public misperceptions about the BP oil spill several hundred miles away shrunk demand for rooms, restaurant meals, fishing guides and more.

Now, with hotel-building essentially at a standstill — and area shores and wildlife still unblemished — tourism promoters are cautiously optimistic about a good start to 2011.
“What I’m hearing overall, is that occupancy is a little better. ... (Room) rate seems to be the battle,” said Tamara Pigott, executive director for the county Visitor & Convention Bureau.

“The first quarter (of 2011) is going to tell us a lot,” said tourism council member Tony Lapi. He’s president and CEO of Rochester Resorts Inc., which includes the ’Tween Waters Inn on Captiva Island.

As for 2010’s outcome: “I think that’s excellent, considering the accommodations challenges — and the oil spill challenges,” said Marsha Wood, research director for Davidson-Peterson Associates, the visitor bureau’s statistical consultant. She spoke Friday at the tourism council’s monthly meeting in south Fort Myers.

 

Survey-based estimates indicate that, January through November:

• Visits to paid lodgings were 5 percent higher than the same period last year.

• Visitation from people staying with friends and relatives was flat year over year.

• Occupancy in all forms of paid lodgings was essentially flat: 52.1 percent versus 52.3 percent.

• Visitor spending totaled just more than $2.2 billion, down 6 percent. Davidson-Peterson Associates attributed this to declines in spending by visitors to paid lodgings and those staying with friends and relatives.

A January-through-November summary for Collier County tourism wasn’t available. Research for the Naples, Marco Island Everglades Convention and Visitors Bureau for November, however, showed tourist tax collections up seven-tenths of a percent, and estimated visits to paid accommodations up 4.7 percent, year over year.

Collier County does not estimate visits to family and friends. It also didn’t experience the drastic hotel-building boom that occurred in Lee County.

Looking ahead, Pigott in Lee County said the region is lucky in that the Easter holiday will occur on the late side this year — April 24. That could prolong the positive impact of tourism’s high season, when visitor demand and room rates typically soar. High season generally kicks in the second or third week of February.

Another expected plus: The partnership between Lonely Planet and the bureau’s Beaches of Fort Myers & Sanibel brand. The first Lonely Planet-written visitors guide for Lee County is expected to be ready by February.

Tourist activity in January tends to be slower than the next two months. However, the visitor bureau this week launched a raft of pre-scheduled newspaper advertising in snow-blanketed states to the north that usually send a lot of visitors here. Said Pigott: “Snow in 49 states can’t be bad for business.”
